What is the purpose of the inter chapters in Grapes of Wrath?

Those chapters that have nothing to do with the plot, what is the purpose for them?|||To give the reader a more real sense of what the hundreds of thousands of families were going through, not just the Joads, which was one of the luckier families. I think Steinbeck also used it to convey the desperation the country felt during the Depression.
