How to decide inter seniority amongst Head of Department (HOD) of various branches, in an engineering college?

If a junior at the level of Lecturer gets promoted as HOD in one branch, whereas a senior to him at the level of Lecturer in another branch got HOD promotion later - then how to decide their inter seniority at HOD level in different branches, to consider them for promotion to Principal?|||If you're deciding promotions strictly on the basis of seniority rather than looking at things like which one did a better job running their department, you're going to make a poor choice. You want to look at things like which department did a better job of staying within budget, attracting new professors and research grants, retaining good students, and so on.





If one guy has been HoD for 8 years, continually over-run the budget, lost 3 good professors and 20% of the students, and another guy has been HoD of a different department for 5 years, cut costs by 10%, attracted 5 new world-class researchers and $75 million in research grants, which one should you promote?|||have them write how they would feel about doing the job. interview them. and decide by that.|||length of service
